Why does Terry have the 4th pick in round 1, but the 3rd pick in every other round? Similarly Frank, Steve and ironwill are 1 spot lower in round 1 than all the others. I couldn't find trades to explain this anywhere.

There was something about a lottery for non playoff teams in round one. Someone moved up a few slots. (I don't remember who.)
