Uhm draft order both seasons combined?? Cause I had the second lowest win total in the LAST season at 76

In looking back at 2019 FA draft, it appears that total across both seasons was used, not just 1 season. See league spreadsheet for records and then last year's draft to see this.

Ok I haven’t looked at all the totals but still seems I should be picking higher with the the second worst season in season two I was only 2 games over .500 in season one.

When did that rule have been changed and voted ? Because when I look at the 2018 results, seems like it's the results of the second seasons that were used.
