Different leagues have different rules:

Deja Vu rule is simply that "prospects are those players who have never received a card yet" -- no mention of signed or not

Reelin' rule is that "prospects are those players who are the property of an MLB team and have not yet appeared in MLB as of the season of the current card set"

To JF: You are correct that Rocker can be drafted as a prospect in CLV, since this league rule is "prospects are those players who have not appeared in MLB as of the end of the season of the current card set"
