I'm also in favor of helping the Padres & the Expos. The Expos too have major issues in SP matters.
I'm for the american league players solution for those 2 teams.

Fine with me, too. Letting the Pads and Expos have access to the ALers who played for them not only makes sense, but also is fair.

Yes, let's change to a full set league and allow the Padres and the Expos (only) to draft AL-carded players who have played for them -- not available during autodraft if also NL-carded; available during waivers and later without restriction.
