Is Mark Appel eligible?

I thought people drafted in the MLB draft this year were not able to be drafted.

I think there was some discussion about new draftees being ineligible whether or not they had signed a contract. But, there was no consensus and no change was made to the rules.

I think there was some discussion about new draftees being ineligible whether or not they had signed a contract. But, there was no consensus and no change was made to the rules.

Originally players needed to be signed by a major league team. That is still true. However, MLB and the union changed their rules last year, with the draft in early June and players required to sign much earlier or lose their drafted status.
Two years ago, Appel and others would not have been eligible at this time, because they would not have signed a contract yet.

Appel signed on June 20th. That was before we started the Prospect draft.

Here are the rules:

PROSPECT DRAFT
1) After the initial draft and after each year's annual free agent draft, there will be a four round prospect draft.
2) Each team will be able to select 4 prospects, defined as any player who: a) DID NOT RECEIVE A CARD for the current season; b) does not appear on TSN's website; and
c) is the property of an MLB team. In other words, no, those who have not yet signed as of the start of that year's draft are not eligible for the prospect draft.
3) The initial prospect draft is serpentine. Draft order for the initial prospect draft will be the reverse of the draft order for the initial free agent draft. All subsequent prospect
drafts are non-serpentine, with draft order based on the final win/loss records of the previous season: Reverse order, worst-record first, NFL style.
4) Owners lose rights to all prospects they release. Released prospects are eligible to be drafted as either a) free agents if they are issued SOM cards or b) prospects again,
if they are not issued SOM cards for the current season.
5) There is no clock for round 1 of each prospect draft. All subsequent rounds will operate with a 2-hour clock, as in the initial draft.
6) Individual owners are responsible for their own prospect research.

Yes, ironwill1 is correct that Appel is a legal pick in this year's prospect draft for this league. I think it's fine if somebody wants to pick a newly signed draftee and wait a few years, although that's a big gamble!

Probably a four year college graduate SP is the best gamble for getting to the majors quickly. Cole isn't the norm, but, still a perfect example. With Appel being the first pick overall, I think it is a good selection for the third round.
