As prospect rules state , in blue ink , that managers make make TWO prospect picks per year , we have managers that have accumulated more than two picks in this draft , Can I assume they can use no more than two of those

There will be 2 x 12 = 24 picks in the prospect draft. Individual managers can make however many picks they have roster space for.

That’s nice but it is not what the rule says , no mention of 2 or 12 or 24 or 48 or 96, it does say managers may pick up to two prospects per year . I see no wiggle room

In the Player Movement section of the rules, it says that the trading of draft picks is authorized, and we have always allowed the prospect draft to function as I posted earlier.

In your own case, I would suggest you look at 2014, when you drafted 4 prospects yourself.
