as per the rule change I vote yes
under new rule would it not be possible to "hide" a prospect by not promoting him then he is cut but it is after the draft?
In other league the rule is you promote them after the cut down to 30 and lose a FA pick; that way they are fair game for the FA draft...

That's a good point. Any prospects that are going to be cut would have to be cut before FA draft.
