If a team makes a successful claim, do they keep waiver spot? Or move to end of priority?

The waiver priority does not change. A crappy team can pick up as many castoffs as it has roster spots available.
Waiver claims are on-going. Since they are dependent on the availability of roster spots, and since players can only be removed from a roster via trade, between the two seasons, or between the end of season 2 and Nov. 30th, there will be very few opportunities for waiver claims due to limited roster spots.
Waived players are not free agents until their contracts expire.
Players with years of service remaining are considered “non-tendered”, although arb players will have their arb contracts settled to determine their current salary. I will add a clause about non-tendering.
The current list of waived players is compromised of players cut last year who had time remaining on their contracts and recently cut players. The reason for this is that the team owning the contract has to be held responsible for it until it either expires or another team picks it up.
