This isnt difficult. You own certain players. If you want them put them on your draft card. If you dont, you risk losing them after the draft to someone that owns lesser rights. Those with lesser rights shouldnt put players on their draft card. For ex, if I want Nolan Ryan, I can put him on my draft list (highest value card is as Astro) or I risk losing him to Cal after the draft. Seems pretty clear. No scams.
Is Satchel Paige eligible as a Plus 2 because his high $ card is with the Negro Leaguers much the same way Lary Walker was eligible because the Rockies were not drafted. I need to know because this determines my pick. Thanks.
I think there is a difference with Satchel; Walker's high card team was eligible to be selected for a franchise, while the NeL players were not. Since he's got a card with the Tribe and no other eligible franchise, I think he should be Indians property.
Obviously, it's up to the commish, but this is my thought on the matter.

Just my two cents but I think the better satchel should be available. I assumed he was and almost chose him over Gooden.

Agreed. E.g., I know I don't own the rights to A-Rod but I'll be watching to make sure Texas drafts him and I won't include him initially on my draft card.
