I am confused at how this came up. Any draft I can remember being a part of, that once the roster filed the other picks were forfeited. There was none of this debate, which to me seems stupid. Just let them be done and have the rest of the picks forfeited. I can't recall being a part of a draft where that did not happen to nearly every owner. How else could you trade during the draft? It wouldn't be fluid anymore. Of course, I don't know if I have ever seen anyone get to 17 draft picks. Perhaps a cap at 15 picks is easiest since you can't drop below 25?

No, it wasn't a case of anyone making 17 picks. It was that one of the rules meant that Dave, who traded up in the draft so much that he would pick his ten players by round 3, would have to drop an additional 7 players to cover the 7 later round picks he traded away.
