Yes. You are correct.

Example:
Tris Speaker high $ card is with Boston. So if you draft Cleveland you could not use his 10.26 card, but the Boston owner could use the 10.26 card.

Unless I counted wrong. We have the 15 Franchises with no added NeL players and 9 franchises with added NeL players for a total of 24 franchises. Am I missing 1 or something.
