Are we using the term franchise to mean a single franchise (BAL exp) or combined franchises (BAL exp and BAL post WW2)? I just want to understand how much time the franchise covers, especially with the league rule about any player having played for a franchise. For example, can a Brooklyn deadball era player join the LA expansion or are they considered separate franchises for this league's purpose?

I'll wait to VISICK confirms but in the past...franchise would be all lumped into one:

ie...A's to Include Philadelphia ...KC and Oak A's are 1
Boston (NL) Mil and Atlanta Braves another
NY and SF Giants
Bkn and LA Dodgers...

etc.

What does " 'High' card goes to team he's carded with" mean in relation to being able to draft a player who has PLAYED for a particular team? I am amazed at the amount of franchise overlap of the players and I am uncertain of who has rights to a player for this league.

High card means...

Let's use Mr. October, Reggie Jackson as our example. He has multiple cards. His "high" card ($10.13) is with Oakland. Reggie only has 2 cards that are usable with the theme, his NYY and CAL cards.

PHA/OAK has "dibs" on Reggie and if they want him, he MUST be on that owner's draft card, of course using only the 2 cards mentioned above.

If the PHA/OAK owner DOES NOT put Reggie on their draft list and he's available as a FA, he's fair game for any team he played for.

Got it? :D
