You do not have to drop any players. You may drop up to 3 for picks or more to promote prospects. ( Something that thisisray and schnoogens may very well WANT to do) Everyone has a full 40 man roster so no one needs to drop less than three to get the full three picks.
This is also the base order for the Summer prospect draft, with the exception being that rosco has traded away both prospect picks to Madigan.

Unless they make a prospect promotion along with their cuts, they will only have a 1st round prospect pick. Lakeviewdave has 8 prospects so he will not be able to acquire extra picks any during this draft without either a promotions or trade away of a prospect.
