4. Each team may add an additional 3 players (to a maximum of 28 players) to their MLB roster once game 132 has been played.
It appears that this line of the rule was not updated when the decision was made to mandate 26-man rosters. I am assuming it should read "..an additional 2 players"

The game engine won’t allow more than 28 so it’s kind of a moot point but yes you are correct.
