Id like to play an ATG sleeper league, where we play 40 mil salary and only use sleeper players

$60M Leagues aren't uncommon in ATG. I haven't seen a $40M league before but it is possible to set it up.

After you create your team, the next screen allows you to select the salary cap for the league. Click on "Other" and type in 40.

I'm going to copy this to the ATG Forum where you may get more interest. Stay active there in promoting your league and listen to feed back from the ATG folk.

What is a sleeper player?

Since it's a $40M League I presume Connor chose that name because of the many players that would be drafted that aren't usually used.
