DH to position

When a player is injured, why can't a player scheduled to be DH move to that position when he is listed as the backup to the injured player?

In 2016 set I have Dozier at DH Segura at 2B and Lindor at SS. Segura is injured and HAL substitutes someone with no 2B rating,

When a player is injured, why can't a player scheduled to be DH move to that position when he is listed as the backup to the injured player?

The game won't give up the DH spot to replace an injured player.
