Does this mean if I have 4 million dollars and I try to add a 5 million dollar player with a drop of a 2 million dollar player I will be able to do so (if player is available) without being flagged for insufficient funds?

you'll be okay, as long as your roster respects the minimal roster criteria (2 catchers, etc)
