How to stop PH in stupid situations?

Sandy Koufax (S9*) allowed 2 runs through 6 innings, and we were down a run in the bottom of the 6th. Hal pinch-hit for him with 2 outs and no one on and brought in a garbage reliever (Allen Sothoron, $.52mil) for the top of the 7th. He gave up another run in the 8th, and I lost 3-2. This is not the first time I've had Hal pinch-hit with 2 out and the bases empty.

I have Relief Usage set to conservative, although it's my understanding that it doesn't make any difference on PH situations. Is there a setting where I can clamp down on pinch-hitting? There's no way in the world it makes sense to pinch-hit in that situation if that's the guy you have warming up in the bullpen.

A pitcher with slo hook is less likely to be pinch hit for, according to settings instructions.
