A rested pitcher is at F9. A tiring pitcher begins tiring when he's at F8. So F5 is more fatigued.
If you USE the Don't Relieve before F8, he will be left in (in most instances) until he lowers to F8 fatigue.
If you set it to Don't Relieve Before F5, then (in most instances) he will pitch through the descending levels of F8, F7, and F6 before he'd be pulled. Also, once a pitcher hits F8, the fall in fatigue is usually pretty precipitous...…..
