If you have, say, C. Mathewson with S9*/R3, does that mean he can start on 3 days rest and also be your closer? In other words, if he relieves in the next game after he starts, can he still start on 3 days rest? Thx!

Yes, he can still start on 3 days rest from his previous start. However, you will find it next to impossible to get him into the game as a closer unless he's had three games rest from his previous start.
