The Commissioner will weigh in with the final rule. I looked back at the 2020 Tournament and the tiebreaker rule was:
Tiebreakers
1. Championships won
2. Finals made
3. Playoffs made
4. Regular season total wins
5. Pick 3 winner
I think that the 4th tiebreak is redundant. If 1, 2, and 3 are tied, then 4 must also be a tie.
