Football Waivers Question

I can't cut any players at any position so that I can make moves at waiver time. If I try it says it leaves me under the minimum or without enough players at a position. However I am already over on the salary cap - not sure how that happened exactly as I thought it was supposed to move down the list at a position not up it.
Am I forced to have my first waiver (#3 on the list) move be something that allows me to have contract room?
If so, that is seriously screwed up.
