Is this an offer or a conversation????

Difficult to say without knowing more about the context. But my general gut reaction.....

If someone says I will give you $8 for that baseball that is an offer.
If someone says most I will give you is $9 that is a conversation inviting a response.

Looks like a wonderful ice-breaking conversation starter. Not an official offer.

I thought it was an offer and wanted to jump on it...
it was in the middle of some heated negotiations with a vast difference of how players are rated to say the least...
