2018 Taylor Cole is or isn't able to start?

The salaries_public_2018 xls shows Taylor Cole as S4 / R3. Further, I can see posts under this topic that appear to have him starting at some point after the online card set was released. But, he isn't a starter, anymore. I must have missed when this changed....
