According to Wikipedia the maximum rules are special rules implemented in the computer and online game, among them, allowing a double to be stretched into a triple. Apparently, the rule can apply regardless of whether the result came from hitter's card, pitcher's card, or hit-and-run chart. Seems like the h&r roll was a '2' (double) for Womack and then a maximum rule of "More Baserunning Decisions", checkmark=true" was applied on top of that. Only about 5% of plays will be affected by "Maximum Rules".
