70s-80s Private League

I have three openings for a franchise league and we are in the 70s-80s season. The full cycle is 50s-60s thru 90s-00s. When we complete the cycle and start over there will be a draft for new franchises and you can't do the same team twice. We keep 19 or 20 keepers from your team and draft the other 5 from a free agent list that I will send to each team. Teams already taken are;
Atlanta Braves
LA Dodgers
NY Yankees
SF Giants
Balt Orioles
Bos Red Sox
Mont Expos
Cin Reds
Oak A's

How do deal with players with multiple teams?

What set are you using?  I created an ATG9 set that includes only players from the 70s and 80s

Salary cap? 100M

How do deal with players with multiple teams? Team with player who has the highest salary gets the player. Teams losing this players get an additional draft pick in our free agent draft. 20 keepers and 5 draft picks.
