Fatigue Levels

Eric Gagne is my closer. The last two times he was brought in to close his Fatigue Level started out at F0???? Information regarding Fatigue rules states "Normally pitchers start their appearance as F9 and maintain that level until they approach or exceed their Suggested Pitch Count". Any idea why he would start out at F0? Previous game usage is not unusual (i,e, usually 1 or 2 innings max, always less than 20 pitches per outing and normally not pitching every day).

If a reliever pitches in more than two consecutive games he will be fatigued until he gets a game off, I believe.
