I agree that stealing a run half the time without worrying if the batter up to bat will extend the inning or not is probably worth the risk, especially if you have a weak hitter and there are two outs.

Guess I was looking more at the 3rd base steal rate. From what I've heard, the big drawback of the generalized "aggressive" or "very aggressive" made the stealing of 2nd go up and still maintain a decent rate, while the thefts of 3rd became risky to the point of foolishness.

Yeah, especially since the PC game lets you set the minimum success rate at which you want to steal, it'd make more sense if "aggressive" meant to steal more often at a given success rate, rather than to steal at a lower success rate. I'm still not sure that it doesn't mean that. It actually wouldn't be difficult to discover... just sim a whole bunch of seasons on the various settings. I should do it.

The PC game doesn't let you distinguish strategies for stealing 2nd/3rd/home. That would be a pretty logical addition.

I agree with everything you wrote. I love to steal bags but the system is pedestrian at best. I have no idea why they don't just let us choose a % at which we want to steal as well as different settings for 2nd, 3rd, and home. I rarely want my guys stealing 3rd. But if I lower the settings they don't steal 2nd either. This part of the game regularly frustrates me.
