Wanna Start 24-team 2017 league...Fairest Parameters?

Most of the 24 team leagues I have played in use a salary of 60-65M. It allows teams with bad drafts to still pick up higher salary players. I would be interested in playing 60-65M.

Okay. I've got it set up. Saw the $60-65m suggestion too late. If this tanks on getting people to join, we'll reassess, LOL.
