In the original 24 team keeper league, I have been a bottom feeder since I joined the league. And those are some of the ideas I think may have helped my team, and some others, not be constant bottom feeders.
The 6 max prospects, would ensure that "only" 144 prospects at the most, would be owned. And, with 32 MLB teams, usually the top 10 in each organization have a legit shot year in and year out to see some real MLB time. That counts for 320 possibly to see MLB time a year.
In the O24TKL we can keep 10 prospects, with the above math, that only leaves 80 minor league players that have a legit shot to see time, that are not already owned by a manager.
The ability to change stadiums every spring for the worst teams, also, may help them to get 3-5 extra wins a year. Not a huge difference maker, but in a 24 team league, just for winning the division you get a credit. Those few extra wins may matter for a team that has an owner that does his homework for card chances and stadium percentages, blah blah blah.
