Each franchise can draft 1 pitcher (any price), 1 hitter(any price), and 1 pitcher or hitter(under 1 mil) from unselected eligible franchises (non playoff team)

Commish Eddie: Rule clarification - the three free agents need to be from one of the non-playoff teams, correct? In other words, no players from the playoff teams can be selected - is that correct? (Just looking for an understanding - thanks in advance).
