"Geography" Theme League anyone interested

Basically have a draft for a geographical area as follows
MO stl kc
NY mets yanks
LA dodgers angels
Bay sf oak
Penn Pitts Philly
Ohio Cle Cinn
Chicago Cubs White Sox
Tex Hou Rangers
Florida Marlins Tampa
Cheese Mil Minn
Gr Lake Det Toronto
DC Bal Wash
SOCOAZ SD Ari
Random W Sea Col
Random E BOS ATL
after the draft of geographical area the remaining 3 "areas" i.e the 6 teams not picked go into the free agent pool.
Each team would then be comprised of the players on the geographical areas plus at most 2 FA pitchers and at most 2 FA position players.
You make your 4 first 4 picks your Free Agent draft the rest come from the two teams.
anyone not on your roster is in your minor leagues
I am open to discussion on all of the above and salary cap.

Would be interested except DC Nats Orioles and maybe LA area would be the better teams. Ideally you could rank draft order based on total wins of the teams. This would be cumbersome but maybe over the weekend you could get 2-3 rounds done in order.

probably easier and fairer to run a 2 round draft two teams league and you have to draw your players from those two teams

I am in if you pick 2 teams on your own. This doesn't do it as you draft by round and now you are out of it if you get 8 to 12th pick in first round. Change it to 2 teams or 2 1/2 and I am sure you will fill this league fast IMHO.
