What exactly does this mean? It says 8 "fluke" cards removed. Does this simply mean that 8 cards from the 2013 set are outperforming their value to a degree that it makes those cards flukes?

On a related note what would those 8 cards be?

The following 8 player cards appear ONLY in the 2013 "unleashed" set ("2013u"):
