Harvey or Fernandez: who is the better?

Hey folks,
While we wait for the 2015 season, perhaps a last question about the 2014 set.
I'm fine-tuning a rating system with the goal of putting a pricetag based on almost every aspect of a card.
My first draft of this system has it that, in a neutral park (all rating at 1-8), I have Harvey as one of top bargain in the 2013 set and I have Fernandez leaning towards the overpriced column. And the discrepancy between the two is larger than I would have first thought.
In the few leagues I played, Harvey seems to outpitch Fernandez, but I wonder what's your opinion? How much more would you pay for Harvey over Fernandez if you're looking to have the best value for the money?
Now that the season is over, It would be helpful if you could put Harvey's and Fernandez final stats of the seasons you've been playing in the following way:
Name---Ballpark------W-L-----IP-----ERA----WHIP----(bonus how the team finished)
Harvey--Dodger std---16-11--250 IP--2.77--1.07----team was 91-71
Fernandez--Petco pk--10-14--251 IP--3.56--1.12----team was 73-89

I can definitely say Harvey was a beast in Progressive for me, winning 26 games and striking out 320 with a .93 WHIP and 2.19 ERA. Even without that performance, I would have taken Harvey over Ferrnandez, as I like my RH starters to be solid, if not tough on lefties:

In the two other leagues I played
Harvey---Minute Maid--17-14--275--2.78--1.09--team was 77-85
Fernandez--Rogers Ctre-17-10--241-2.83-1.19--team was 74-88
Harvey--Citi Field---------17-9--253--1.92--0.91--team was 82-80
Fernandez--Progressive--19-8--244--3.83--1.22--team was 97-65
from strether
Harvey--Progressive----26-5---279--2.19--0.93--team was 91-71
Fernandez-Rogers Ctre--14-10--239--2.56--1.08---team was 72-90
Thks strether. How much more would you be willing to spend on Harvey?

Here I have both of them. Won the Championship in Fenway.

No problem. Well, I rarely spend that much on a starter. I made an exception because he was the best player available after waivers. I don't hypothetically price much, but I would rather spend 1-1.5 mil more for Harvey than pay for Fernandez.

Not to be picayune, but is your sample size for Fernandez and Harvey going to meaningful (if you are just going by online game results)? I am not a statistician, but the thought crossed my mind.

Probably not, more a matter of looking at trends, testing what my method says vs the experience of strat players...

I used neither of them this year--but I would say in most leagues Harvey would be better just because reverse RH pitchers seem to perform better overall, for me and against me.
That said
I used Buchholz and Strasberg as my 1-2 starters on the same teams twice, and curiously, though the stats were similar ERA wise- Strasberg won several more games and was more consistent, which probably means I have no clue about reverse RH pitchers being better in general.

I've got them rated right next to each other. Depending on how many lefties they face, I agree Harvey could be more valuable. Versus righties, though, Fernandez is much (relatively speaking) better. Strangely, I haven't used either one of them.
