I am going to go ahead and say SOM will make it happen this is the week, and we will all be happy. Thursday or maybe Friday?
One of the things that may be slowing the process down slightly is the 365 option. This new way to play will almost for sure use the same salaries so I wonder how that figures in?

I would be ok if they just released the salary list in Excel this week...then we can start tinkering around with team concepts.

Salary attributions are more than likely holding things up.

You'd think there's already an algorithm for this. I would throw some randomness into the equation to make the salaries have a variance from "ideal" at a 1-10% rate with a bell curve in both directions (positive and negative).

That is the format to see salary for individual players
Goldy 2014 was:
http://365.strat-o-matic.com/player/91402/2014/1/
20142015:
http://365.strat-o-matic.com/player/91402/2015/1/
3015****Copy paste into browser
change first 2014 to 2015, change 2nd 2015 to 3015. Bam salary info.

I guess we shouldn't be surprised, but there seems to be no card for Stroman, Wainwright and Rich Hill (all under 30 innings).

No they are in there. Rookie hitters start at player ID 92600 and pitchers start at 92700.
They are alphabetical.
