Dumb question about ARM

Hello. Does an OF with a (-) or (+) ARM take that with him to all OF positions for which he is eligible?

Yes. Range can change but arm strength will be the same as will error rate.

As chasenally says arm rating stays the same. The impact of the arm may be different because the calculation adds a little to the calculation depending on whether the throw is from RF or LF. But the player's portion of that equation is the same regardless of where he plays.
