Coaching on pitcher F settings

I tried to search this a couple times and didn't come up with anything concrete as to how these work. My guess is that if you have a great pitcher or reliever, you can tolerate even a F1, but for middle of the road guys (aka. $4M SPs) a setting of F4 is probably more appropriate, $4M RPs would be F1s too. Has anyone written anything definitive on this? Any rule of thumbs to use?
