What is the asterisk rule for pitchers?

New to SOM and can not figure out how the asterisk is determined for SP. I have read a couple things: 1) 200 inn, 2) 33 starts, 3) 32 starts + 194 inn, 4) 31 starts + 194 inn. Does anyone know the actual rule or equation used?
