Unleashed?

Does anybody understand HAL's logic in choosing "unleashed" players for the online game? I had thought that the range ratings preview would be useful for predicting the status of those on the cusp, but that does not appear to be the case. For example, in the last 4 unleashed card sets, there have been 11 batters with fewer than 70 AB. Strat has not been consistent in how they've been deployed across the different media:

There is no logic, there’s no pattern. It’s done year to year and with no consistency that we can see. I’d prefer they just do away with the whole unleashed concept, keep all the players in and just price the salaries of the “unleashed” types at higher salaries. Put that shouldn’t come as a surprise to any who know me. I’ve been ranting about it for years.
