If so what will it look like? how many starts for a sp*, will it be an unleahsed style buffet, what will injury ratings and thresholds be....

...and if there is one, will it employ the same extra innings rule being used this year (runner on 2nd)?

If they have a card set the Injury thresholds (600 PA) and *SP requirements (about 200 IP) will remain the same. Therefore any player that does not play in every single game will be a 15 game injury risk and there will be no *SP. I base this answer on the 1981 strike shortened season that had about 110 games played. SOM did not alter these thresholds for that season.

One thing that will have to change is the minimum number of innings required for a Pitcher card. Historically that is 29.2.
Right now we are about 40% through the MLB season. 40% of 29.2 is 12 innings. Currently there are 14 RP-only pitchers who have pitched 12 or more innings. The 2019 set has 227 RP-only pitchers.
There are 129 pitchers who have made a start in 2020 and have at least 12 IP. The 2019 set has 227 (not a typo) pitchers with a SP rating.
Maybe it's not out of the question that some other thresholds will be altered. The next generation is in charge at Glen Head as this interview with
the real Hal stated.

I've started a number of retro keeper leagues over the years and have enjoyed focusing on the unicorns, the players who have brief shining moments and show up in an unleashed card set with incredible short-term numbers. At best, the 2020 card set will be a whole collection of unicorns, of Charlie Blackmons breaking season records left and right.
I'm still doubtful that MLB will actually be able to finish the season. But if they do, I'm sure we'll all find a way to corral those unicorns and convince them to play 162 games for HAL!

They really should have NO UNLEASHED this year, include everyone. I mean really should be that way every year, not 2020 for sure

I think if the 60 game schedule is completed, they will just use 37% of a normal year for thresholds or, looking at the inverse, multiply year end numbers by 2.7 to see where they would have ended up in 162 games.
There will be a lot of outlier cards I would guess.
