i am considering playing a CF 3 +2 E3 this year.......over the course of a year does that +2 arm really make that much of a difference and yes his bat and OBP are good or should i play him RF to limit the damage( same ratings)...tks in advance

I'd be more concerned about the 3 than the arm.

If I have to play a 3, I make sure he doesn't have a noodle arm.

Put him in LF.

The +2 is scary proposition. A base hit to RF with two outs and a runner at first not being held becomes a +7 proposition (+2+1+2+2).
