Base stealing

If a player's steal rating is "2-6,11/-" does that mean that the player cannot be picked off?

If that is what it means, does that mean that that pitcher's pickoff rating means nothing when that player is on base, and the only thing that could lead to that runner being thrown out is the catcher's arm rating and roll?

Considering whether to set stealing to "Very aggressive" and marking any players who can be picked off with a "Don't steal" selection when facing a catcher with a weak arm.

Numbers on left is the chances he will get a lead (rolling two dice) any number on the right side of the / is an auto out-stealing.

such as 2-6/9 if the roll is 9 he is out

If he gets the lead then other stealing rating comes into play. such as (15-6) ---- if he gets the lead he must attempt the steal-- then safe changes are 15 of 20 +/- the pitchers hold and catchers arm--if he doesn't get the lead, he does not have to steal, but if he tries it is the 6 of 20 odds---the more aggressive you go with stealing--the more likely they are to attempt a steal--and go even if they got a bad lead--especially guys with (18-13) or (19-13) ratings will steal with bad leads if you go aggressive or very aggressive--they will also steal 3rd more with aggressive settings--which is always the 2nd number.

pickoff is different--but if you set the player to "do not steal" he will never attempt a steal or get picked off.
