I stupidly backed out of the league I had created, thus losing my commissioner designation. Can that be reassigned by the "new" commissioner or do I need a Strato admin to correct this?

Strat will have to do that. Or you could just tell the new Commish what you want done. After ordering the divisions there isn't much to do as far as Commish duties goes in a keeper league, which is what I think you are dealing with.
