Missing players on draft list

I have only been in a few auto leagues but I want to know why some players are not available to me to draft or substitute on my roster. For example why can’t I draft John McGraw in my new league while I play against him in my current League? I don’t think it’s fair to have some players available to only some teams. Am I missing something?
