C ratings?

How do the C ratings work on a RP card? Is it same as the S rating on SP card and the R rating on the RP card?
I've been searching the rules and message board today and found plenty helpful info for playing the game. However, I've not come across a description for the C ratings yet. Like 2023 Jesse Chavez card has a C0 rating, what does that mean?
As I understand the rules description, the R1 rating on the Chavez card means he will begin to tire after getting 3 outs. But how many outs can he get with a C0 rating?
And what happens if RP with no C rating pitches in a save situation?
I apologize if there is a page already with this info readily available, but I've not yet been able to locate it.
My first season since about 2015 opens tomorrow and think my team might be decent, except for the bullpen. Any help greatly appreciated. I've never had good understanding on how to manage the bullpen.
