Pitcher Preferences

In my mystery league, I have Goose Gossage as my closer and tied and late preference. Tonight I had two games tied in the 9th inning. Gossage never pitched. The system pitched my two worst pitchers in those games. Why?

Had Gossage been used in previous games? Do you set your relief on aggressive? Were your worst pitchers listed as lh specialists or rh specialists? Without seeing the boxscores and boxscores of previous game it's hard to tell.
