It is something I did way back in either ATG 1 or 2.
I have found my spreadsheets and related data. Now I have to figure out the process I used.
I do recall that I used some assumptions based on catchers' arm rating which was easier to calculate since their actuals were available with some searching and accumulating data. I had noticed in my collecting catchers data that league outfield assists were usually greater than catchers putouts and that got my curiosity going.
Finding outfield assists per season was easy. Finding teams with outfielders with an average of -5 to -3 took some time.
The next part was determining the chances for runner advancements on some 35 hitters and 35 pitchers cards which were representative of the more popular players back then.
I'll add more later as the hour is late. Give me some time (a week or two) to gather my notes etc and reconstruct my thinking process.

I'd keep it simple and take Cesar Geronimo, Jelly Gardener, or Kirby Puckett.

I would probably have a different opinion on this than most, but I should probably withhold my opinion to keep Andy from getting any flack about my choice

I dug back into the archived Strategy Forum (Arm range studies) and found this post by Dean. I have used it in my player evaluations, since reading it several years ago. I just interpolate to get the value for each arm rating (a bit sketchy):

I did the LF/RF arms. Since the setup is always the same, I'll shorten the descriptions. It's always 50 repetitions per test, and the original team always scored 650 runs.

Original LF arm: Endy Chavez, -2
Test with -5 arm: -6 runs
Test with +1 arm: +6 runs

Original RF arm: Shawn Green, 0
Test with -3 arm: -2 runs
Test with +3 arm: +5 runs

So to sum up what we've got so far:

C range 1: -13 runs
C range 3 (original): 0
C range 5: +7 runs

LF arm -5: -6 runs
LF arm -2 (original): 0
LF arm +1: 6 runs

CF arm -3 (original): 0
CF arm 0: +2 runs
CF arm +3: +17 runs

RF arm -3: -2 runs
RF arm 0 (original): 0
RF arm +3: +5 runs

Catcher's arm is next.


Using this chart and interpolating, I would give a (-2) CF a value of 0.7 and a (+2) CF a value of 12.0. Dean's field charts would rate a 2e4 CF as 3.4 and a 3e4 as 12.3. So, this would say the 3(-2)e4 CF has a value of 13.0 and the 3(+2)E4 a value of 15.4 - a fairly close call.

I really miss the Strategy forum and inputs from guys like Dean.

I am probably way off base about this but shouldn't the rest of the outfield factor into this somehow as well? If I understand correctly, the manager has a choice of how aggressive/conservative they want to be but only against the three outfielders as a whole - not position by position. In other words, would it not make a difference if say Ichiro's (-5) arm was in right and another strong arm (say kaline) was in left? I know most flyballs go to CF but if the other two spots present good arms does that not effectively negate a bad arm in CF such as billy hamilton (+3)?
