Pitcher ratings

I was just looking at one of my teams that begins play tonight. I have Dixie Howell and Hank Behrman in the bullpen. Howell's real-life stats show that he pitched 35 games and 73.2 innings, just over 2 innings on average for each appearance. Behrman pitched 47 games and 150.2 innings, just over 3 innings each time out.

So why would Howell be an R5 and Behrman an R2?

I'm sure there are lots of other strange examples out there, but these are just the ones I noticed on this team.
