bullpen logic with a follow up question

I'm getting pummeled. It's the 8th inning and it's 12-3 bad guys. My entire bullpen has pitched in this game so HAL, who pinch hit for the last reliever with 1 man on and two outs in the bottom of the 7th, has to choose a starter to take the mound for the 8th and 9th.

His choices:

Kirbe Higbe (who started the previous game and would come in as an F0),
Wild Bill Donovan (hasn't pitched this season and has an R5)
Jackie May (also hasn't pitched this season and has an R5)

Donovan and May are slated to start in the upcoming two series, so that must have been the deciding factor in choosing Higbe and his F0 rating. The game wasn't really altered, Higbe struggled but the game was already over.

The question is, what would using Donovan and/or May have done to their starting fatigue levels?

I'm not sure but I will guess. If you had nobody scheduled in advance to pitch tomorrows series and you put in a guy that relieved the day before, he will be F9.
I'm thinking if Hal knows the guy has to pitch the next game but needs him in relief the game before his scheduled day, that would be F0 for his start. :?

Gonna piggy back on this post.
It is amazing, how often HAL brings in a reliever who is already at f-0 and then sticks with him, despite rested relievers being available. It seems happens to me every night.

Tonight. Orosco comes in in the 9th, faces 10 batters in a row at F-0. Guess who blew a 3 run lead and lost the game? Not Orosco, 'cause he was tired and should not have been brought in. Not Depino, he stayed on the bench. Thank you HAL.
