Most under-represented franchise

Several posts about how we should vote for cards that will help some of the teams that need more cards for use in franchise leagues. That brings this question to my mind. What franchises are the most in need?

Who has the fewest useable cards? Who has the least representative possibilities? What I mean by that is say you put together a list and could agree on a list of the top 25 players for each franchise. If one team had 20 of those 25 available in our player pool then their representative rate would be 80%. But if we only had 10 of those then their representative rate would be 40%.

What franchises need the most help if we were to be inclined to vote from that perspective in the future?

Seattle, San Diego, Toronto, Montreal.....maybe Angels

Other expansion teams are better represented: Kansas City, NYMets, Astros

Of course Colorado and Florida aren't represented well, but is 20 years long enough to create a viable franchise grouping? I say no
Too early to make a concerted effort to overload for Arizona or Tampa, as well, IMO
